Health and safety policy

 

Statement of intent

Joeys believes that the health and safety of children is of paramount importance. We make our setting a safe and healthy place for all children, parents, staff and volunteers. We liaise on a regular basis with our early years team for updates to any Ofsted requirements.

 

Aim

We aim to make children, parents and staff aware of health and safety issues and to minimise the hazards and risks to enable the children to thrive in a healthy and safe environment.

 

Methods

The member of staff responsible for health and safety is Katie Smyth Joeys Manager in her absence the designated senior practitioner will deputise.

The manager is competent to carry out these responsibilities and has undertaken health and safety training and regularly updates her knowledge and understanding.

 

Risk assessment

·         Our risk assessment process includes:

·         Checking for hazards and risks indoors and outdoors as well as in our activities and procedures. These assessment covers adults and children. We maintain lists of health and safety issues, which are checked daily before the session begins.

·         Daily and weekly checks will be carried out by Joeys staff and where any concern is noted reported to the manager who will deal with issues immediately. Concerns will be recorded and communicated to all staff members.

·         Written risk assessments are kept in the main office and all new staff and students are made aware of these during their induction. These assessments are reviewed annually as well as updated when necessary, i.e. changes to the environment etc.

·         The manager develops action plans that specify any action required, the timescales for action, persons responsible for the action and any funding required. These are reviewed termly.

·         The layout and space ratios allow children and adults to move safely and freely between activities

 

Insurance cover

We have public liability insurance and employers' liability insurance. The certificate for public liability insurance is displayed in the main reception area.

 

Awareness raising

·         We display the necessary Health and Safety poster in our kitchen

·         Our induction training for staff and volunteers includes a clear explanation of health and safety issues so that all adults are able to adhere to our policy and understand their shared responsibility for health and safety. The induction training covers matters of employee well-being, including safe lifting and the storage of potentially dangerous substances.

·         Records are kept of these induction sessions and new staff and volunteers are asked to sign the records to confirm that they have taken part.

·         Health and safety issues are explained to the parents of new children so that they understand the part played by these issues in the daily life of the setting.

·         As necessary, health and safety training is included in the annual training plans of staff, and health and safety is discussed regularly at staff meetings and during supervisions.

·         We have a strict no smoking policy on the site in accordance with current legislation.

·         Children are made aware of health and safety issues through discussions, planned activities and routines.

·         Parents will have the opportunity to discuss health issues with Joeys staff and will have access to information available to Joeys.

·         Joeys will maintain links with health visitors and gather health information and advice from the Local Health Authority Information Services and/or other health agencies

Children's safety

·         We ensure all staff employed have been checked for criminal records by an enhanced disclosure from the Criminal Records Bureau.

·         Adults do not normally supervise children on their own.

·         All children are supervised by adults at all times and will always be within sight of an adult

·         Whenever children are on the premises at least two adults must be present.

·         Children who are sleeping are checked regularly

 

Security

·         Systems are in place for the safe arrival and departure of children. The times of the children's arrivals and departures are recorded on the daily register.

·         Children will leave the group only with authorised adults

·         Parents should notify staff if someone different is to collect their child. We operate a password system so any child who is to be picked up by someone else will need to quote a password which has been given by the parents as a security code. This person should also be added to the Childs’ individual record form as a named individual who is permitted to collect.

·         The arrival and departure times of adults - staff, volunteers and visitors - are recorded in the signing in register and also in the Visitors Book.

·         Our systems prevent unauthorised access to our premises.

·         Our systems prevent children from leaving our premises unnoticed.

·         The personal possessions of staff and volunteers are securely stored during sessions and mobile phones kept in the office.

 

Doors

·         We take precautions to prevent children's fingers from being trapped in doors.

·         Wherever possible floors are kept safe from slippage and dangerous obstacles.

·         All surfaces are checked daily to ensure they are clean and not uneven or damaged.

·         Fire doors are never obstructed

 

Kitchen

·         Children do not have unsupervised access to the kitchen.

·         All surfaces are clean and non-porous.

·         Cleaning materials and other dangerous materials are stored out of children's reach in a locked cupboard.

·         When children take part in cooking activities, they:

- are supervised at all times;

- are kept away from hot surfaces and hot water; and

- do not have unsupervised access to electrical equipment

 

Electrical equipment

·         All electrical equipment conforms to safety requirements and is checked regularly.

·         Our boiler/electrical switchgear/meter cupboard is not accessible to the children.

·         Fires, heaters, wires and leads are properly guarded and the children are taught not to touch them.

·         Joeys does not use plug socket covers, following advice from the DoH. As the use of plug socket covers negates existing safety measures in the form of protective shutters, exposing the live electrical contacts. Covers can also damage the socket, which may lead to overheating and risk of fire.

·         The temperature of hot water is controlled to prevent scalds and checked regularly.

·         Lighting and ventilation is adequate in all areas including storage areas.

 

Storage

·         All resources and materials from which children select are stored safely.

·         All equipment and resources are stored or stacked safely to prevent them accidentally falling or collapsing.

Outdoor area

All children will have the opportunity to play in the fresh air throughout the day (both in Joeys own outside play area or on outings to parks or other community play spaces). (See outdoor policy)

 

·         Our outdoor area is securely fenced.

·         Our outdoor area is checked for safety and cleared of rubbish before it is used.

·         Adults and children are alerted to the dangers of poisonous plants, herbicides and pesticides.

·         All the area is risk assessed on a daily basis with an adult witnessing that this has taken place

·         Our outdoor sand pit is covered when not in use and is cleaned regularly.

·         All outdoor activities are supervised at all times.

Hygiene

·         We regularly seek information from the Environmental Health Department and the Health Authority to ensure that we keep up to date with the latest recommendations.

·         Our daily routines encourage the children to learn about personal hygiene.

·         We use a reputable cleaning company to ensure daily cleaning is to a high standard

·         We have a schedule for cleaning resources and equipment, dressing-up clothes and furnishings.

·         The toilet area has a high standard of hygiene including hand washing and drying facilities and the disposal of nappies.

 

To prevent the spread of all infection, adults in the group will ensure good hygiene is implemented and promoted by the following good practices:

Personal hygiene

§  Hands washed after using the toilet

§  providing tissues and wipes

§  Toothbrushes not shared

§  Children with pierced ears not allowed trying on or sharing each other’s earrings

§  Individual paper towels used and disposed of appropriately

§  Hygiene rules related to bodily fluids followed with particular care and all staff and volunteers aware of how infections, including HIV infection, can be transmitted

§  wearing protective clothing - such as aprons and disposable gloves – as appropriate

§  Nappy changing routines will be followed

§  Toilets will be checked at regularly for cleanliness

§  Smoking is not permitted on the premises, or in any area used by Joeys

Cleaning and clearing

§  cleaning tables between activities

§  Any spills of blood, vomit or excrement wiped up and flushed away down the toilet.   Plastic gloves & aprons always used when cleaning up spills of body fluids.  Floors and other affected surfaces disinfected using appropriate cleaning fluids, according to the manufacturer’s instructions.  Fabrics contaminated with body fluids thoroughly washed in hot water

§  Spare laundered pants, and other clothing, available in case of accidents once their own spare clothes have been used, and polythene bags available in which to wrap soiled garments;

§  All surfaces and toilet areas cleaned daily with an appropriate cleaner;

§  All crockery, cutlery, toys etc. cleaned as necessary with an appropriate cleaner.

§  All dangerous materials, including medicines and cleaning materials, are stored out of reach of children;

 

 

Activities

·         Before purchase or loan, equipment and resources are checked to ensure that they are safe for the ages and stages of the children currently attending the setting.

·         The layout of play equipment allows adults and children to move safely and freely between activities.

·         All equipment is regularly checked for cleanliness and safety and any dangerous items are repaired or discarded.

·         All materials - including paint and glue - are non-toxic.

·         Sand is clean and suitable for children's play.

·         Physical play is constantly supervised.

·         Children are taught to handle and store tools safely.

·         Children who are sleeping are checked regularly.

·         Children learn about health, safety and personal hygiene through the activities we provide and the routines we follow.

·         Activities such as cooking, woodwork and energetic play receive close and constant supervision

 

Selecting Equipment/Toys

The toys and equipment at Joeys provide opportunities for children, with adult help, to develop new skills and concepts in the course of their play and exploration. The equipment we provide:

 

§  Is appropriate for the ages and stages of the children;

§  Offers challenges to developing physical, social, personal and intellectual skills;

§  Features positive images of people, both male and female, from a range of ethnic and cultural groups, with and without disabilities;

§  Includes a range of raw materials, which can be used in a variety of ways and encourages an open-ended approach to creativity and problem solving;

§  Will enable children, with adult support, to develop individual potential and move towards required learning outcomes;

§  Conforms to all relevant safety regulations and is sound and well made.

 

Food and drink

Staff who prepare and handle food receive appropriate training and understand – and comply with - food safety and hygiene regulations.

In particular Joeys staff will:

§  Always wash hands under running water before handling food

§  Not be involved with the preparation of food if suffering from any infectious/contagious illness or skin trouble;

§  Never smoke in the kitchen or any room storing food. 

§  Never cough or sneeze over food;

§  Use specific cleaning cloths for the kitchen area

§  Prepare raw and cooked food in separate areas

§  Keep food covered and either refrigerated or piping hot;

§  Ensure waste is disposed of properly and out of reach of the children. 

§  Keep a lid on the dustbin and wash hands after using it

§  Wash fresh fruits and vegetables thoroughly before use

§  Any food or drink that requires heating will be heated immediately prior to serving and not left standing

§  Tea towels will be kept scrupulously clean and washed between each session

§  All utensils will be kept clean and stored in a dust free place, e.g. closed cupboard or draw;

§  Cracked or chipped china will not be used.

§  Ensure all food and drink is stored appropriately. Lunch box foods that need to be chilled should be placed in the box provided on the lunch box trolley and a member of staff will transport it to the fridge promptly.

§  Snack and meal times are appropriately supervised and children do not walk about with food and drinks. All meals and snacks provided will be nutritious and pay due attention to children’s particular dietary requirements.

§  When cooking with children as an activity, the adults will provide healthy, wholesome food, promoting and extending the children’s understanding of a healthy diet.

§  Fresh drinking water is available to the children at all times.

§  We operate systems to ensure that children do not have access to food/drinks to which they are allergic.

 

Outings and visits

We have agreed procedures for the safe conduct of outings

·         Parents sign a general consent on registration for their children to be taken out as a part of the daily activities of the setting.

·         Parents always sign consent forms before major outings.

·         A risk assessment is carried out before an outing takes place.

·         Our adult to child ratio is high, normally one adult to two children.

·         Named children are assigned to individual staff to ensure each child is individually supervised and to ensure no child gets lost and that there is no unauthorised access to children.

·         Staff take a mobile phone on outings, and supplies of tissues, wipes, pants etc as well as a mini first aid pack, a snack and water. The amount of equipment will vary and be consistent with the venue and the number of children as well as how long they will be out for.

·         Children are never transported in staff vehicles, if attending a major outing a reputable taxi firm will be used and all paper work checked. Children will always be accompanied by a minimum of two adults.

 

Missing Children - See our relevant policy

 

Animals

·         Animals visiting the setting are free from disease and safe to be with children, and do not pose a health risk.

·         Our setting's pets are free from disease, safe to be with children, and do not pose a health risk.

·         Children wash their hands after contact with animals.

·         Outdoor footwear worn to visit farms are cleaned of mud and debris and should not be worn indoors.

Fire safety

·         Fire doors are clearly marked, never obstructed and easily opened from inside.

·         Smoke detectors/alarms and firefighting appliances conform to BSEN standards, are fitted in appropriate high risk areas of the building and are checked as specified by the manufacturer.

·         Our emergency evacuation procedures are approved by the Fire Safety Officer and are:

-          clearly displayed in the premises;

-          explained to new members of staff, volunteers and parents; and any visitors to our setting

-          fire drills are practised regularly at least once every six weeks but several times to cover all children at different sessions

·         Records are kept of fire drills within an evaluation book and also clearly marked on the daily register and evidence of the servicing of fire safety equipment is documented.

 

First aid and medication

At least one member of staff with current first aid training is on the premises or on an outing at any one time. Joeys does aim to ensure all staff are first aid trained.

The first aid qualification includes first aid training for infants and young children.

A correctly stocked first aid box is available at all times and these are checked regularly to ensure items are replaced and in date

Our first aid kit:

• complies with the Health and Safety (First Aid) Regulations 1981;

• is regularly checked by a designated member of staff and re-stocked as necessary;

• is easily accessible to adults; and

• is kept out of the reach of children.

At the time of admission to the setting, parents' written permission for emergency medical advice or treatment is sought. Parents sign and date their written approval. Parents sign a consent form at registration allowing staff to take their child to the nearest Accident and Emergency unit to be examined, treated or admitted as necessary on the understanding that parents have been informed and are on their way to the hospital.

Our accident records:

·         are kept safely and accessible

·         A book is available at each session for the recording of any accident/incident, to be signed by parents/carers

·         all staff and volunteers know where it is kept and how to complete it

·         it is reviewed at regularly to identify any potential or actual hazards.

Dealing with incidents

We meet our legal requirements for the safety of our employees by complying with RIDDOR (the Reporting of Injury, Disease and Dangerous Occurrences Regulations). We report to the Health and Safety Executive:

• any accident to a member of staff requiring treatment by a general practitioner or hospital

• any dangerous occurrences. This may be an event that causes injury or fatalities or an event that does not cause an accident but could have done, such as a gas leak.

• Any dangerous occurrence is recorded in our Incident Book.

Our Serious Incident Book

• We keep a serious incident book for recording incidents including those that that are reportable to the Health and Safety Executive as above.

These incidents include:

- break in, burglary, theft of personal or the setting's property;

- fire, flood, gas leak or electrical failure;

- attack on member of staff or parent on the premises or near by;

- any racist incident involving a staff or family on the premises;

- death of a child

- a terrorist attack, or threat of one.

In the incident book we record the date and time of the incident, nature of the event, who was affected, what was done about it - or if it was reported to the police, and if so a crime number. Any follow up, or insurance claim made, should also be recorded.

In the unlikely event of a terrorist attack we follow the advice of the emergency services with regard to evacuation, medical aid and contacting children's families.

Our standard Fire Safety Policy will be followed. The incident is recorded when the threat is averted.

In the unlikely event of a child dying on the premises, for example, through cot death in the case of a baby, or any other means involving an older child, the emergency services are called, and the advice of these services are followed.

The serious incident book is not for recording issues of concern involving a child. This is recorded on a standard incident form and filled in the office.

 

Administration of medication - See our Medication policy

 

Safety of adults

·         Adults are provided with guidance about the safe storage, movement, lifting and erection of large pieces of equipment.

·         When adults need to reach up to store equipment they are provided with safe equipment to do so.

·         All warning signs are clear and in appropriate languages.

·         Adults do not remain in the building on their own or leave on their own after dark.

·         The sickness of staff and their involvement in accidents is recorded. The records are reviewed termly to identify any issues that need to be addressed.

Adults Records Kept

·         Names and addresses of all staff on the premises, including temporary staff who work with the children or who have substantial access to them;

·         names and addresses of all members of the management committee;

·         all records relating to the staff's employment with the setting, including application forms, references, results of checks undertaken etc.

Childrens Records Kept

·         names, addresses and telephone numbers of parents and adults authorised to collect children from setting;

·         the names, addresses and telephone numbers of emergency contacts in case of children's illness or accident;

·         the allergies, dietary requirements and illnesses of individual children;

·         the times of attendance of children, staff, volunteers and visitors;

·         accidents and medicine administration records;

·         consents for outings, administration of medication, emergency treatment; and incidents.
